Boom time for driving schools as learners seek licences

The number of learners in driving schools has surged over the last month despite the ban on 162  categories of workers, an employee of a leading driving school in Doha told Gulf Times.
"The prevailing good weather and the influx of expatriates into the country are the main reasons for the increase in enrolment," he explained.
The training slots for January are fully booked. Those who have enrolled now can start lessons only in the second week of February.
In other driving schools, it takes at least three months before trainees could start their theory classes and driving lessons.
The employee said they had also recently bought new cars and hired additional driving instructors without increasing their enrolment fees.
When the ban was first implemented in May 2013 by the Traffic Department, most driving schools recorded a significant drop (about 50%) in revenues.
Some of the categories of workers who are ineligible to apply include labourers, butchers, hotel service workers, welders, cooks, gardeners, shoemakers, security guards and others in low-income jobs.
However, after a new list of non-eligible applicants was issued in August last year, the number of leraners started to rise again.
The employee said the trend has continued due to the growing population contributed by an increase in the number of expatriates in the country.
He also cited the seemingly unending taxi woes which prompted many residents to enrol in driving schools.
“They tell us they want to secure driving licences, and then drive their own cars even if it costs more,” he added.
While the Traffic Department introduced some changes in driving tests a few months ago, a staff member from another driving school said a huge percentage of student drivers (from various driving schools) passed the tests and secured licences.
Besides the theory test, it also includes answering questions about situations involving critical thinking and presence of mind. Part of the test is identifying the parts of the vehicle’s engine.
Pocket parking was included in the driving test. Those who passed would go for the road test, which is held another day.

Teenage girl becomes UK’s youngest driver at 16 due to cystic fibrosis

A teenage girl has been allowed to start her driving lesson 12 months before the rest of her age group because her cystic fibrosis making walking very difficult.

In addition to suffering from cystic fibrosis, 16-year-old Katie Gammon, from Barnstable in Devon, has had a lung transplant, meaning long distances on foot making her tired and breathless.

The DVLA has allowed her to drive with her father, Andy, in the passenger seat and she will be eligible to pass her driving test while still 16.

Katie spoke of her early access to the wheel: ‘We’ve known for a couple of years that I would be able to do it but we didn’t think I’d be well enough to be able to drive.

‘I get really tired walking so I normally have to get buses everywhere. Either that or I have to try and get a lift.

‘I’ll be able to drive to college. If I had to walk it it would take me 40 minutes so this is much easier.’

Due to mobility allowances, she will not have to put any money towards paying for her car or its insurance.

German Soccer Star Fined $665,000 for Driving Illegally

Marco Reus, the Borussia Dortmund and German soccer team’s star midfielder, was fined 540,000 euros ($665,000) for driving without a license for at least three years. The penalty is equivalent to his average pay for 90 days.

Reus was convicted for driving without paperwork in six cases between September 2011 and March 2014, Barbara Vogelsang, a spokeswoman for the Dortmund prosecutor, said today by phone. While the player was awarded speeding tickets on five previous occasions, police didn’t establish that he lacked a license until they pulled him over earlier this year, she said.

Reus, who drives a black Aston Martin Vanquish with a top speed of about 300 kilometers (186 miles) an hour, said he regrets the incident.

“Today I know that I was too naive and that it was stupid,” the 25-year-old told Germany’s most-read newspaper Bild-Zeitung, which first reported the fine. “I have learned my lesson and this will not happen again.” At 18, Reus took driving lessons but failed to take the test. He then decided to drive without a license, he told Bild.

The soccer star, who missed this year’s World Cup because of an ankle injury, is targeted by clubs including Bayern Munich, Real Madrid, FC Barcelona and Manchester City. Reus is Germany’s most valuable soccer player with a price tag of 50 million euros, according to soccer site transfermarkt.de.

Juergen Klopp, his coach at Borussia Dortmund, said he talked to Reus earlier today and was “surprised” to learn about the incident. Reus accepted his guilt and the fine, Klopp said.

“He took a wrong turn at some point in his life,” Klopp told reporters. “He has not come to my attention as someone who often does stuff that’s bordering on the illegal. He’s actually a really great guy.”

Track owner to offer driving school classes

A series of driving schools for operators of high-horsepower cars is scheduled for January and February at the West Side racetrack off I-40, which is to be renamed Sandia Speedway at the turn of the year.

He also has won three world championships in top-fuel drag boats.
“These high-performance cars have 400 to 600 horsepower, compared with the 100 to 150 horsepower of a modern everyday car,” Fegan said. “The power of these cars has often well-exceeded the driving skills of the average person. They become a danger to society. We want to teach them what they have under them.”
Fegan said that while there are various driving schools around the country, those are aimed at preparing folks for racing. Fegan said his school is the first in the land for performance street driving.
At the first school session, which is scheduled Jan. 10-11 at the speedway, beginning at 8 a.m. both days, drivers will receive classroom instruction in the mornings, with track time in the afternoon to practice precision skills. There will be a maximum of 16 students per session, with a 4-to-1 student-to-instructor ratio.
On the track, drivers will negotiate the 1.7-mile asphalt road course, sometimes with an instructor in the passenger seat.
“We’ll take them out and put transponders on the cars, which records lap times,” Fegan said. “So, as they make three to five laps they can try different things. They’ll learn that going fastest into a corner isn’t necessarily the fastest way around the track. We’ll be developing their skills from the ground up.”

How the state licenses driving schools

  It can be frustrating and nerve-wracking enough to let your teens drive, but what happens when the driving school you spend good money on appears to close up for good? As KOB reported Wednesday night, TLC Driving School appears to be out of business.
Students and parents are upset because the driving school appears to have closed without warning. Now the state's threatening to pull its operating license.
Students at Coach Al's Driving School spent the day learning about the dangers of DWI. Al Guadagnoli started the school 17 years ago, and like any of New Mexico's 45 driving schools, he's licensed by the state.
"You fill out a lot of paperwork with the state,” said Guadagnoli. “Once that's passed, you need to get certified, and that's a week course with the state."
KOB asked the state Thursday if driving schools have to do anything to maintain their licenses.
The state said those schools have to apply to renew their license each year. That goes for instructors too.
"We have to do quarterly reports. We send in our paper work. They come out and visit us,” said Guadagnoli. “They do site visits to make sure we're in compliance."
But as Guadagnoli’s seen before, even all that can't stop a driving school from suddenly closing its doors before students have even finished.
"There's been a few schools, and again the good schools - the schools that are doing what they're supposed to do - the state will call us and say, 'People are going to be calling you.' Then I try to fit them in my schedule with my schools.”
Guadagnoli says the state does a great job but could go even further in regulating driving schools.
"I wish the state rated us like they do restaurants because we're dealing with public safety. I think it'd be a positive thing if we were rated. These schools are rated A, these are B and these are C."

Law and Order: Complaint of drunken driver leads to arrest in Tops parking lot

Shelly Ann Fox, 33, of Fisher Park, Batavia, is charged with DWI, driving with a BAC of .08 or greater and driving with driver's view obstructed. Fox was arrested following the investigation by Deputy Andrew Hale at 11:35 p.m., Wednesday, into a report of an intoxicated driver in the parking lot of Tops.
Ryan Phillip Clarke, 25, of Meigs Street, Rochester, is charged with criminal contempt, 2nd. Clarke is accused of sending text messages to a protected party, in violation of a court order.
Misty Rose Bogan, 18, of Mill Street, Binghamton, is charged with criminal contempt, 1st, and harassment, 2nd. Bogan was arrested on a warrant and released under supervision of Genesee Justice.
Aaron C. Lyons, 18, of East Main Road, Le Roy, and Anthony M. Paladino, 19, of Clay Street, Le Roy, are charged with unlawful possession of marijuana. Lyons and Paladino were arrested after police were called to investigate a suspecious vehicle parked in the Machpelah Cemetery.

Careless driver is breaking Highway Code and the law

I am writing to complain about the careless use of the roads in Leicestershire.

Last Tuesday, at around 4pm, I was cycling along a cycle route on Aylestone Road. The route had a bike symbol clearly painted on the ground.

As I approached the destination between house numbers 540 and 544, a woman parked her car near the pavement, literally on the route.

As I approached, she was talking to a pedestrian and her left indicator was on.

As the pedestrian left, the driver didn't move and kept her left indicator on.

I tried to tell her she was blocking a cycle route, but she made this excuse stating that she was waiting for somebody.

There were also double yellow lines there.

This attitude is not acceptable. The driver parked in a clearly restricted area. Not only is she breaking the Highway Code, but she is also breaking the law.

I have seen this happen several times; drivers parking in cycle routes and on double yellow lines, blocking cyclists and causing congestion for other road users.

If this occurs, the driver could either cause a traffic jam or a very serious accident; a road user may swerve to the right in order to get past and, because this leads to him partially crossing the middle line, collide into another vehicle driving on the right-hand side of the road.

Another reason why parking on a cycle route is a problem is because cyclists often use the road for very good reason – the pavements are often restricted and it's not always safe for cyclists to use them, especially when there's a large number of pedestrians using the pavements.

The cycle routes are used to improve the spacing. When I approached the driver, did she expect me to swerve past her and get myself injured?

The majority of drivers take the no-parking-on-zig-zag-lines more seriously than parking in cycle routes. This is not good enough. They need to take both rules equally into account.

I, for one, believe this act is just as dangerous, ignorant and, frankly, extremely selfish.

Even though I have yet to receive a full driving licence, I never ignore the Highway Code. I take all aspects of using the road very seriously and so should all other road users.

I'm not trying to blame anybody in particular for road misuse. I just believe, like many other people, that not everybody seems to be following the Highway Code, which they should've taken into account since they first received their licences, hence the issue of parking in restricted areas, i.e. cycle routes.

Man pulls over cop for driving illegal unmarked patrol car

In what can only be described as the ultimate turning of the tables, a video has emerged of one clued-up Washington state citizen pulling over a policeman and issuing him with a warning for illegally patrolling in an unmarked vehicle.
Constitutional activist”, Gavin Seim, spotted the unmarked patrol car while driving in Grant County, Washington, last Saturday, and decided to question the officer inside on the legality of his actions.

Approaching the vehicle, Seim asks the officer, who is later identified as Deputy Canfield of the Grant County Sheriff’s Office, whether he is using the vehicle as part of registered undercover work, or whether it is being used for a patrol.

When the Deputy Canfield admits that he is using the vehicle for a patrol, Seim explains to Deputy Canfield that he is in fact breaking the law.

According to Washington state law, it is illegal for any non-state officer to carry out patrols in an unmarked vehicle and that any officer found carrying out an unmarked patrol could be arrested as a result.

Man dead after lighting truck on fire, driving into law office building

 A man is dead after witnesses say he lit a bale of hay on fire on the back of his truck and then drove the vehicle into the building of the Twiford Law Office.
This happened at 111 Currituck Commercial Drive. NewsChannel 3 spoke with an attorney from the firm and the sheriff there. At 5:30 p.m. on Friday, the sheriff received a call about the incident. They say the man was driving a gold pick-up truck and was seen driving around the area a while before the fire.
“It`s very unnerving,” says Edward O’Neal, an attorney at Twiford Law Office. “He got out of the truck in that parking lot and went back and lit the bales of hay that were in the back of that truck and they were flaming. The truck was fully engulfed and he got back in it and drove it into the building. It almost went completely through the building.”
Witnesses say the man was circling around the complex and waited until the last employee walked out.
“I hope that his mindset was that he didn`t want to hurt anybody else, but that would also be speculation because I`m not sure why he waited until the building was cleared,” says Currituck County Sheriff Susan Johnson.  “He had time to have drove into the building if had chosen to do that.”
Sheriff Johnson says there were several explosions reported during the fire, which makes investigators wonder if an accelerant was used.
“We affect a lot of people in high stress environments and so It`s hard to imagine someone would be that distraught so we`re just trying to get to the bottom of what happened,” O’Neal says.
A man walking outside of the law office saw the man drive up in the truck and hit the building.
The man is still in the vehicle at this time waiting for investigators to arrive. After an investigation, the body will be transported to the medical examiner’s office.
No one knows the driver. The license plate melted and they are not able to find out who owns the vehicle.
They are calling this case an arson/suicide.

Free driving lessons get thumbs-up

Wanganui drivers have praised a move by the Automobile Association which gives three free driving lessons to some learner drivers. The AA's Ignition programme will be available to those who are, or are related to, AA members.

AA Driving School general manager Nigel Clark said the initiative aimed to help young drivers before they picked up bad habits.

"For many young people, learning to drive is a time that is filled with challenges and uncertainty. Professional driving instructors ensure new drivers have the best start on the road to getting a full driver licence."

The programme will be available to people in the first two months of holding a learner licence.

Wanganui 24-year-old Stuart McLeod plans to get his learner's within the next month and said the AA programme would provide huge incentive for people in his position. Mr McLeod said he knew how to drive but such courses would help improve the finer points of driving.


Other soon-to-be drivers and parents spoken to by the Chronicle were keen to take up the offer.

Parents are able to ride along during the lessons which Mr Clark said would show them how best to teach their children.

"Learner drivers need the right combination of professional driving lessons with plenty of supervised practice between them," Mr Clark said.

Since the restricted licence test was toughened, only about half passed first time.

In July last year the AA introduced a free one-off lesson, but with the extension of the programme they are recruiting 50 more driving instructors nationwide.

Between 5000 and 6000 people pass a learner driver's test each month and the Ignition programme is worth $200 to those who complete it.

An AA youth membership is $39 while an adult pays $79.

Driving instructor accused of inappropriately touching teen during lesson

A Lorain County driving instructor was arrested Thursday. He’s accused of inappropriately touching a 16-year-old female student during an in-car lesson, but continued to teach driver’s education classes after the arrest.

Brent Mitchell, 66, an instructor at Norwalk Driving School in South Amherst, is charged with one count of misdemeanor sexual imposition.

According to his arrest report, Mitchell picked up the student at school for a lesson Thursday afternoon.

The report states she was driving along Peck Wadsworth Road when she said Mitchell “rubbed her right thigh against her wishes” then “placed his hand on her breast and asked her if she liked it and she replied, ‘no.’”

The report states Mitchell told deputies he “probably” touched the girl accidentally, telling them, “sometimes he has to reach over to hold the steering wheel” and “may touch a student’s leg while “shifting” gears.” Deputies said the car was an automatic.

It states Mitchell claimed the girl was down on herself, and he told her she had “pretty eyes and long eyelashes.” He even claimed “students in the past have solicited him for sex.”

Some students, unaware of the arrest, were shocked when they showed up for their first driver’s education class Monday evening, taught by Mitchell, and learned of the arrest.

“It’s scary just thinking about it,” said student Mikayla Stump, 15. “That could be me.” Stump said another student told her about the arrest.

“It makes me furious, furious,” her mother, Michele Stump said. “There’s no way he should be around any other students, especially girls.”

As for why Mitchell was still teaching after his arrest, June Belcher with Norwalk Driving School told FOX 8 News reporter Matt Wright she and her husband, Harley, who owns the school “weren’t aware it was something as serious.” The arrest report states deputies called to tell Belcher about the arrest.

“As far as I know, he’s been a very good, decent guy,” Belcher said.

Belcher said he has since been suspended pending the outcome of the case.

Mitchell, who has worked for Norwalk Driving School as an instructor for more than ten years, does not have a criminal history.

Mitchell’s attorney, J. Anthony Rich, said in a statement, in part, his client was “confronted late at night by law enforcement and then asked to immediately discuss the accusation” and “he is presumed innocent until his guilt can be established beyond a reasonable doubt.”

Mitchell pleaded not guilty at his arraignment Friday and was released from jail. He’s scheduled to return to court November 6.

Statistics say teenage drivers at high risk in Massachusetts

TALLAHASSEE — For some Florida teens, October is the bewitching month for reasons other than Halloween.

It’s when the state starts yanking their driving privileges for cutting too much school.

A state dropout-prevention law, on the books since 1997, targets students who rack up 15 or more unexcused absences by suspending their driver’s license or permit, or banning them from getting one.

The Department of Highway Safety and Motor Vehicles tracks suspensions by quarters, with an often double-digit jump in the numbers Oct. 1-Dec. 31, starting six weeks into the school year.

Three Tampa Bay counties made the top 10 list for suspensions issued last school year: Pinellas was No. 4 with 406, Hillsborough was No. 8 with 193 and Pasco was No. 10 with 134.

The rankings are roughly proportionate to the driving-age population — about 2 percent of Pinellas students old enough to drive, for example, ran afoul of the law.

School officials caution that driving privilege suspensions are but one tool to fight truancy, which has many causes that differ from teen to teen, and that it only works when the student has a particular pressure point.

“It’s effective for a portion of our population, the ones who can afford cars,” said Mark Ackett, the Hillsborough school district’s attendance supervisor.

Ackett estimated that the driving-age population was 30,000 to 40,000 students, meaning less than 1 percent received driving restrictions. Pasco schools have about 14,000 driving-age students, so the figure there also is about 1 percent.

The number of suspensions mostly tracks by population: Miami-Dade, which has the biggest public-school district in Florida, was No. 1 for 2013-14 with 671. Seven smaller counties — including Indian River — had no suspension orders.

The law, however, applies equally to students in private schools, saying they all must meet “relevant attendance requirements.” It does allow for hardship waivers in rare circumstances, such as for health or family crises.

Collier County was No. 15 with 75 suspensions issued. In St. Lucie County, there were 27 and Martin County had just one for the whole year.

“While the numbers include suspensions for those who drop out of school, they predominantly reflect those students who had their driver licenses suspended” because of poor attendance, said John Lucas, spokesman for the state Department of Highway Safety and Motor Vehicles.

Pinellas County has had a reputation for absenteeism, with a handful of students missing more than 40 days of school by February of the 2012-13 school year, according to reports.

Two years before that, Pinellas had the worst attendance among Florida school districts of more than 100,000 students.

Records for 2010-11 show 13 percent of students were classified as “chronic absentees,” meaning they missed 21 days or more of school.

Driving-privilege suspensions aren’t a magic cure, Pinellas school board member Rene Flowers said.

“I have to agree that if a child does not have a car or access to a car, it’s not a deterrent,” she said.

“For those kids, we just need to get to the heart of why they’re not coming to school,” Flowers added. “Are they only missing morning classes? Maybe it’s because they’re oversleeping because they also work at night.

“Or maybe they skip school because they’re being bullied, or because they can’t grasp the material and aren’t getting help,” she said. “So we need to bridge that gap.”

David Chamberlin, a student services supervisor for Pasco County public schools, points to one benefit of the law:

The state can compel teens to attend school only to the age of 16 so the threat of driving suspensions dissuades them from dropping out.

“It’s one mechanism to keep the 17-year-olds in line,” Chamberlin said. “Then they have a real investment in coming to class. It’s definitely a strong motivator for those kids.”

In Indian River County, which had no suspensions, the school district started an attendance awareness campaign this year, said Lillian Torres-Martinez, the student services director.

Social workers and individual schools help by creating mentoring programs, she added.

“It’s about building these relationships,” Torres-Martinez said. Students “develop a sense of belonging in school.”

Research also shows truancy has different causes for students of different socioeconomic levels. That’s another reason why administrators and policymakers continually have to brainstorm for better tools.

The threat of having a driver’s license suspended may not mean as much in St. Lucie County, according to Stacey Cason, student services program specialist.

Economic status plays a part in whether a teen even applies for a license, she said.

In St. Lucie, 16.6 percent of residents live below the poverty line, census figures show; that’s 1 percent over the state average of 15.6 percent. Cason said she doesn’t see as many students applying for licenses as elsewhere. Schools there do encourage students to attend school regularly because “they can’t learn if they’re not there,” Cason said. Many schools have attendance committees that look at what can be done to make a child want to be at school.

California Highway Patrol continues to investigate a fiery car crash that killed five 14- and 15-year-olds returning home from a trip to Knott's Berry Farm this weekend.
The lone survivor of that crash has since been identified as 16-year-old Bradley Morales, who is not licensed to drive.
The crash happened around 2am Saturday as Morales was behind the wheel, driving his friends home from the amusement park's Halloween attraction, when the 1995 BMW hit a guardrail, rolled off an embankment then caught fire.
Morales was either ejected from the vehicle or escaped before the fire broke out, but the three boys and two girls inside were not as lucky.
The three male victims have been identified as Alex Sotelo, Matthew Melo and Brandon Moreno, who were all on the same soccer team. Laguna Hills High School student Jenny Mills was one of the females inside, while the other girl remains unidentified.
The three male victims, from Mission Viejo, were identified by their soccer coach, who realized something had gone wrong when they failed to turn up for Saturday morning's game.

Norfolk fatal crash sentence appeal sparks family law campaign

The family of a motorcyclist who died after a crash in Norfolk is calling for new laws to prevent appeals by drivers convicted of taking a life.
Matthew Thompson, 32, from Wimbotsham, died in hospital after a crash with a car at Castle Rising in February 2013.
Maureen Haller, 58, from King's Lynn, who pulled out of a junction, admitted causing death by careless driving.
She appealed against a two-year driving ban, prompting the family to campaign for a change to the law.
Haller had also been ordered to carry out 120 hours unpaid community work, but she did not appeal against that part of the sentence.
Mr Thompson's wife Leanne and their two children were on holiday when police told them of Mrs Haller's appeal.
Yvonne Thompson, Matthew's mother, said: "We maintained a dignified silence during the legal proceedings.
"We understand this was an accident. But when she went to appeal it was the most painful thing ever."
Two petitions launched
Haller appealed at Norwich Crown Court on 1 August at a hearing before judge Katharine Moore.

The police barrister described how Mr Thompson had crashed into Haller's car and how he died later in hospital.
The judge asked Haller's defence lawyer twice whether she understood the appeal could bring a harsher sentence.
