Manciagli’s solicitor John Carpenter acknowledged his client’s record was “atrocious”, but argued against a 12-month disqualification because one of Manciagli’s co-workers had lost his licence and he had taken up much of the slack for his employer.

“You might consider reducing the statutory suspension to a lower period so he has the opportunity to make arrangements with his employer to maintain that [work],” he said.

Mr Carpenter said his client had used cannabis occasionally as a form of relaxation after he gave up alcohol when it led to a previous conviction.

“He now knows it can remain in the bloodstream for three weeks and much longer,” he told the court.

Police prosecutor Sergeant Beau Riley argued against quashing Crook’s habitual offender’s declaration, saying he should make a later application once he could prove he could abide by the traffic rules, however Mr Lucas decided to quash it.

Today, students just had a golf cart and drunk goggles in a parking lot, but Harrisonburg High School students got hands-on experience seeing what could happen if they choose to drink and drive.

Students were tested not only with impaired but also distracted driving, like turning the radio up and reaching for things around the car.

According to the Virginia Highway Safety Office, in 2014, 99 alcohol-related crashes in Rockingham County claimed nine lives. In Harrisonburg, there were more than 40 alcohol related crashes- none fatal.

Today's lesson was an effort to change those statistics by applying what they learn in the classroom to real-life simulations.

"And it gives them a better idea of 'Hey, I really shouldn't be driving, if this is what it looks like when i just have the goggles on, if it's scary out here right now, then i don't want to be behind the wheel of a car drinking,'" said Drivers Ed. and P.E. teacher Jennifer Thompson.

Students also found the lesson effective.

"It's different sitting in a classroom because there I'm just hearing and speaking and taking notes, and when I'm sitting down in a classroom I just don't expect what I'm actually going to be doing out here in real life," added sophomore Marina Fermin.

Students at other schools across the valley will also get a chance to have some hands-on driving simulations throughout the week as part of distracted driving awareness month.

Illinois Gov. Rauner Backs Plan Eliminating Unfunded School Mandates

Illinois Gov. Bruce Rauner (R) and Republican state officials are proposing legislation that would give local government schools more authority to make financial decisions and save money on non-instructional costs, allowing more tax dollars to be used in the classroom.

At a February 19 press conference, Lt. Gov. Evelyn Sanguinetti said government school districts should have more flexibility in setting financial priorities.

“As a mother of three, I think local school districts and parents should be deciding what’s best for our children, not Springfield,” Sanguinetti said. “We need to give the power and flexibility back to local communities and parents, and this bill does just that.”

Bills focusing on freeing school districts from state mandates and saving money in three areas— physical education, driving education, and non-instructional services—were announced at the press conference in Lombard, Illinois.

State Rep. Ron Sandack (R-Downers Grove) says his legislation, House Bill 6164, will allow school districts to redistribute funds to core functions.

“While physical education is important, the requirement it be taught every day was hurting teachers’ ability to offer and students’ ability to take advantage of Advanced Placement classes, vocational training, and computer education,” Sandack said. “Our bill simply says that the school board can make a decision to waive physical education when a student is an athlete or engaged in physical activity and education outside her or his curriculum, and[, under the bill,] the school board can set a policy so that some flexibility and control at the local level can occur.”

Spending Flexibility

The bill allows flexibility with other expenses, such as driving education, Sandack says.

State Sen. Jason Barickman (R-Bloomington), lead sponsor of Senate Bill 3098, says the proposed reforms are important.

“We need to remove the rules that tie the hands of our schools all around the state,” Barickman said. “This relief, to me, is necessary.”

Some lawmakers, such as state Sen. Don Harmon (D-Oak Park), say they will consider the bill if they believe it will save money through increased efficiency, not simple wage-cutting.

“The third parties merely have to demonstrate that they will achieve savings through better business practices and not just by cutting the bus drivers’ wages or taking health insurance away from the lunch ladies,” Harmon said.

Nairobi tops in road fatalities as accidents cost country Ksh 300B annually

Nairobi County accounts for 22% of the national fatalities resulting from road accidents. This is according to a report by the National Transport and Safety Authority (NTSA).

According to NTSA, in the year 2015, a total of 668 deaths were recorded in Nairobi with 497 of these deaths being pedestrians.

Nairobi is closely followed by Nakuru and Kakamega whereas Lamu and Tana River recorded the lowest number of fatalities.

NTSA associated the high number of fatalities in the capital city to the high number of vehicles and pedestrians.

The authority classified the Thika Superhighway, Airport North Road, Thika Road, Eastern Bypass, Jogoo Road and Mombasa Road as high risk roads saying that they account for the highest number of accidents in the city.

The Northern Corridor, which stretches from Mombasa to Malaba and passes through major towns of Mombasa, Nairobi, Nakuru, Eldoret and Busia, accounted for 18% of the total fatalities in 2015, an equivalent of 541 deaths.

Statistics further show that weekends account for the highest number of fatalities with Saturday being the most notorious with a total count of 20.1% in 2015. Sunday follows closely with 18.3% while Friday accounts for 14.6% of the total fatalities.

The high number of accidents over the weekends has been associated with drunk-driving and high rate of movements from one part of the country to the other.

In 2015, a total of 3,057 fatalities were recorded which was a 5.2% increase from the 2,907 fatalities recorded in 2014.

Accidents caused by private cars rose to 35% in 2015 from the recorded 15% in 2014 while those caused by Public Service Vehicles (PSVs) dropped to 20% in 2015 from 42% in 2014.

NTSA further said that the highest numbers of accidents are recorded between 5PM and 10PM and associated this with darkness that reduces visibility on the roads.

The statistics further indicated that persons aged 24 – 44 years fall in the high risk category, something NTSA associates with drunk-driving, speeding and frequent travels.

Fatalities per 100,000 persons rose to 6.4% in 2015 from 6.34% in 2014.

A total of 1,344 pedestrians were killed in accidents in 2015 only, contributing to 44% of all fatalities compared to 46.1% in 2014.

Over the last ten years, fatalities by motorcycles have risen from 34 in 2006 to 607 in 2015, an equivalent of 12.7%.

Road accidents, according to NTSA’s Director General Francis Meja, cost Kenya 5.6% of its economic value (GDP), an equivalent of Ksh 341 billion.

Annually, an estimated 3,000 people die on Kenyan roads while a total of 1.24 million people die from road accidents globally.

To address the high number of road carnage, NTSA says that it has put in place measures to curb speeding and drunk-driving as well as revised the driving schools’ curriculum with the new one taking effect on March 31st this year.

NTSA further says that it has been engaging public transport sector stakeholders in a campaign aimed at restoring sanity on the roads as well as elevating levels of existing traffic rules enforcement.
