Driver caught nearly double legal limit learns his lesson

A MAN caught driving almost double to the legal alcohol limit has said he has learned his lesson.

John Thomas Brett O'Connor pleaded guilty in Maryborough Magistrates Court on Wednesday to drink driving.

Police prosecutor Sergeant Kathryn Stagoll said O'Connor was found during a random breath test with a blood alcohol concentration of 0.092% while driving on Gympie Rd, Tinana on October 3.

O'Connor, who represented himself in court, was remorseful for his actions.

"It was an act of foolishness on my behalf which I am going to seriously regret," he said.

Magistrate Dean Wilkinson fined O'Connor $400 and disqualified him from driving for three months.

Chilton Polden driving instructer plans to raise money for charity

Guilford school board to discuss resuming driver's ed classes

GREENSBORO — Driver’s education could resume in the coming weeks — minus the $65 fee — for Guilford County teens now that state lawmakers have passed a budget.

The school board plans to get an update on the driver’s education program when it meets tonight.
Officials expect that discussion to cover discontinuing the $65 fee, which the board implemented earlier this year amid uncertainty about whether state lawmakers would continue financial support of driver’s education. The discussion tonight would also address the process for refunding the fee to those who paid it to complete driver’s education over the summer.
Guilford and many other school systems across the state suspended their driver’s education programs this summer, which is a peak time for youth to take the course, because of the budget uncertainty.
The state General Assembly reached an agreement over the $21.74 billion budget last week — about three months late and weeks after the new school year began. Gov. Pat McCrory signed the budget into law last week.
With the new budget, the state would rely on proceeds from late fees for vehicle registration to fund driver’s education in fiscal 2017. The late fee amount would also increase to generate enough money to support the program.
It’s not yet clear how much state funding Guilford County Schools will receive, but officials expect to receive enough to cover the program costs. Guilford spends about $1.3 million each year on driver’s education classes held at local high schools, Hebbard said.
Once registration opens, priority would likely go to students who would be 15 by the first day of classes, Hebbard said. He estimated it could take about a week to get students registered, filter out those not yet 15, and resume classes.
The classes typically fill up within about 15 minutes of registration opening, Hebbard said. One other option that might be discussed is scheduling a staggered registration by school sites to cut down on the volume of people trying to register at one time, he said.
The details about how and when the program would resume are still being worked out.
Another wrinkle is that Guilford already has about a two-month backlog of students in driver’s education because the program was temporarily suspended this summer when state funding ran out. Some students had gone through the classroom portion but had not yet gotten behind the wheel to complete the program.
Hebbard estimated that backlog could be cleared by the end of the year.
About 5,300 students take driver’s education through Guilford schools each year, Hebbard said.
Meanwhile, other area school systems also are preparing to resume driver’s education classes.
Rockingham County Schools suspended its program this summer and only allowed students who had started the course in the spring to finish it.
Rockingham school officials plan to resume their driver’s education classes in the next two weeks, Charles Perkins, assistant superintendent for curriculum and instruction, said in an email.
Officials in Winston-Salem/Forsyth County Schools also expect to have enough state funding to resume their program, spokesman Theo Helm said in an email. They’re working to restart driver’s education classes next month, he said.

Gov. Rauner proposes cutting school mandate for drivers ed

ROCK ISLAND, Ill. (KWQC) – Courses that have been in the curriculum for years are facing potential cuts. Illinois schools currently abide by more than 100 mandates, but Gov. Bruce Rauner is calling to get rid of some of them, including drivers ed and physical education. Some superintendents say the more mandates are reduced, the more schools have the flexibility to make financial decisions. However, some parents say if schools stop offering drivers ed, they’ll be taking their teens to private driving schools and that could mean families will be making their own kind of budget cuts.

“A lot of people won’t get the opportunity to get their license and learn how to drive,” student Jaida Briggs said.

“I just think it’s ridiculous that they want to get rid of drivers ed because you know how are kids going to learn how to drive,” Tina Harris, a parent, said.

Private companies are an option, but some parents, like Roxanne Griffin, say those courses can cost hundreds of dollars more than what is offered through school.

“The governor needs to check himself,” Griffin said. “If he wants to pay for it, fine, go ahead get rid of it. He could pay for her license, he could pay for graduation. Hey, I even think he should pay for college.”

Meanwhile, in Iowa, drivers ed hasn’t been part of the curriculum for years. So, out of his home in Eldridge, Rick Sharp teaches students from several different cities how to drive.

“I’ve been in business for 15 years,” he said.

He says, at one point, certain Iowa school districts paid up to $1,000 per student to offer drivers ed, covering the cost of the instructor salaries, vehicles, and insurance.

“And because of that the cost is just so high they were able to not have it in the schools anymore and have private companies do a majority of it in the state,” Sharp said.

Sharp says he believes if Illinois follows suit, schools would save money, and private driving schools would profit.

“There is a real opportunity to start a business like that,” he said.

Still, he can understand why families are concerned.

“When I had to pay for my kids to take drivers ed, I was like, boy that’s a lot of money for my kids to take drivers ed,” he said.

Currently, Illinois school districts that can’t or don’t want to follow certain mandates may apply for a waiver.

Now, an app to track driving licence status

PUNE: The Regional Transport Office (RTO) of Pune has come up with a cellphone app to help applicants track the status of permanent driving licence (DL) and registration certificate (RC) of a vehicle.

In the last few years, the RTO has stopped hand delivery of driving licence and RC, instead the documents are now dispatched to the address mentioned in the application form. To keep a track of these documents, applicants have been demanding for an online tracking system.

A senior official said, "Thousands of vehicles get registered with the RTO every month, which are delivered to the addresses of the applicants. The app will help applicants track the documents through cellphone and they won't be required to come to the office to know the status of the documents."

Official said that the applicant will have to furnish some basic information to track the documents. This includes applicant's name and registration number of the vehicle. Based on these details, the app will display the status of the document.

The app — RTO RC and DL tracking system — can be downloaded at Google Play. Based on the feedback, RTO will introduce changes to make the application more user-friendly.

The RTO officials said that wrong addresses and absence of applicants at the given addresses were the major reasons for failure in delivery. An applicant can collect the document from the respective post office in case he misses the delivery.

The city motor driving schools have approached RTO with a proposal to allow them to deliver DL and RC to their clients instead of home-delivery.

The Department of Public Safety created the new driving requirement called "Impact Texas Teen Drivers." It's a free, online course meant to save lives.
The state Department of Transportation describes the “distracted driving” course for teens as one hour, and says, “Distracted driving is a dangerous epidemic on America’s roadways. In 2012 alone, over 13,990 people were fatally or seriously injured in distracted driving crashes. The message is simple – if you’re on the road, stay off the phone!”
Commercial and online drivers’ education courses are already adding ITTD lessons to their curriculum, especially the courses geared toward teens.
Once earned, it’s important to know the distracted driving certificate is only valid for 90 days. So parents should help make sure their teen schedules a driving exam within that window; otherwise they'll have to take it again.

Individuals under 18 years of age are required to complete a driver education course and present the Texas Driver Education Certificate (DE-964) at the driver license office.
When applying for a license, the driving test is required. The knowledge test will be waived if it was completed during the driver education course.
According to the DPS, an individual may start the classroom phase of a driver education course at 14 years of age, but cannot apply for a learner license until he/she is at least 15.
There are three types of driver education for teens:
• A traditional driver education course offered by a driver training school;
• Parent-taught driver education (PTDE);
• Driver education offered in public school.

Locally, officers at the Kerrville Police Department and the Kerr County Sheriff’s Office said last week that training hasn’t been held yet for their departments on all changes as of Sept. 1 since the last state legislative session.
When they hold that training, they will find out if this “distracted driving” regulation applies mainly to driver education training, or also to situations their deputies see on the streets. The ITTD information from DPS says this new section must be completed after the 32 classroom hours and all behind-the-wheel instruction has been given, and is the last step before taking the driving skills exam at the DPS office.

Unlicensed driving schools in Eldoret to be closed

Uasin Gishu County Roads and Infrastructure CeC Gideon Birir has raised the alarm over the increasing number of unapproved driving schools in Eldoret.

He said many of the driving schools offer lessons that are out of the driving syllabus therefore misleading their learners.

"We have a problem with many of the driving schools in Eldoret. A huge number of accidents are usually caused by the training drivers got while at the driving schools. They are usually taught an overview of the syllabus, a situation which has resulted in flouting of traffic laws hence accidents," he said.

According to the CeC, many of the driving schools look at the profits and not raising professional and law abiding drivers.

He said many owners of the institutions do not comply with the National Transport and Safety Authority regulations and the Ministry of Transport, thus producing half-baked drivers.

"We will launch an inspection to find out the syllabus the driving schools use and if they have complied with the required driving standards. Our roads must be safe for everyone," said the CeC.

Speaking on Sunday after inspecting some of the parking lots currently under construction in Eldoret town, he called on proprietors of driving schools that have not complied with the regulations from the Transport ministry to do so before they get arrested and their institutions closed down.

Driving instructor has arm broken by road rager mid-lesson

An English driving instructor has had his elbow broken after becoming embroiled in an argument with another driver during a lesson.
Chris Barnett, from Essex, was sitting in the passenger seat giving a 17-year-old a lesson in mid-June when the pair were beeped as the learner struggled to pull out at a busy intersection.
After continuing down the road, their car is cut off by a white Range Rover, which stops in front before a man emerges.
"I've got you on camera, pal, what are you beeping at?" Mr Barnett says.
With the learner watching nervously, the men swear at each other before another man gets out of the Range Rover and approaches the car.
"Get back in the car, old man," Mr Barnett, 64, says, before grabbing his phone to call police.
He then opens the door, but it's slammed shut by one of the men, breaking his elbow.
A 39-year-old man was interviewed by police but no charges were laid.

TERRE HAUTE, Ind. (WTHI) – School is back in session, which means drivers need to pay extra attention.
